Minutes of February 21, 2017

SULLIVAN CONSERVATION COMMISSION
Sullivan Town Hall
February 21, 2017

Present:  Wendy Pelletier, Roger Sweet, Eric White, Chip Woodbury and Becky Cummings.

The minutes of the November meeting were accepted with one amendment concerning the Stoddard town line perambulation.  Roger suggested that on the first time out people head north from the Stoddard town line to a corner stake and proceed west toward Hoffman’s property.  As he recalled there are not many stakes but several blazes were put in place.

Wendy said a bill to repeal RSA 51:2, relative to required perambulation of the town borders has come up again.  This would make perambulations voluntary only.  Discussion followed.   Boundary disputes continue to arise between abutting landowners and between landowners and municipalities.  Members of the commission present agreed it is important the perambulations  continue.

Eric led a discussion concerning private landowners and the Sullivan Trail Group.  The group will get permission of private landowners before a trail is blazed on their property.  Under state law landowners are not liable for personal injury or property damage unless it is intentionally caused, but is that sufficient for the Sullivan group?  Eric will ask Kate (Sullivan Administrative Assistant) to check with the town insurance company regarding private property.  It was also suggested Rick Church (Nelson trail group) be contacted to see what they have in place.

A program on wetland permits and reviews will be held at the Keene Public library on March 27 at 6 pm.  The cost is $5 per person and will be covered by the Sullivan Commission, if any members would like to attend.

Town clean-up day will be held on May 6.  Meet in the town hall parking lot to get road assignments and blue bags.  Lunch will be served at noon in the church hall.

Meeting adjourned at 8pm.

Respectfully Submitted,
Becky Cummings,
Clerk
