Minutes of January 20, 2015

SULLIVAN CONSERVATION COMMISSION
Sullivan Town Hall
January 20, 2015

Present:  Wendy Pelletier, Roger Sweet, Eric White, Hilliare Wilder, Chip Woodbury and Becky Cummings.

The minutes of the November meeting were approved as read.

Eric presented the 2015 conservation budget to the selectmen and budget committee.  The selectmen approved it as written, including the capital reserve request.  He has not heard the budget committee’s decision.

Senate Bill 83, an act relative to the powers of conservation commissions was discussed.  This bill prohibits members of municipal conservation commissions from serving as agents of the municipality when gathering information about a property not acquired by the conservation commission.  Wendy said she understands boundary perambulations are okay.  It was agreed among the members present that as a courtesy to landowners they should be notified when this is going to take place.

Roger recently visited the site of a new snowmobile bridge adjacent to Price Rd.  Also on hand with him were Ed Csenge,(landowner), Shawn Violette (Dist. 3 Trails Bureau Supervisor), Randy Smith and Paul Yawarski (Sullivan Highway Dept.) and Laura Merrifield (Selectman).   Although there are concerns about the construction and what might happen to the town road during high water, it was agreed to adopt a “wait and see” attitude.  The town learned through the DES that no violation had occurred and no permitting was required.

Roger said the Energy Committee has received a grant for $1,000 towards an energy audit on the town hall.  The total cost estimate for that is $1,500.  The additional $500 will come from the building maintenance operation budget.  Margaret Dillon is scheduled to do the audit in February.

The Energy Committee has been looking at fuel consumption in all the town buildings.  The fire station is a big concern.

Meeting adjourned at 7:50 pm.

Respectfully Submitted,
Becky Cummings
