SULLIVAN CONSERVATION COMMISSION
Sullivan Town Hall
March 15, 2016

Present:  Wendy Pelletier, Roger Sweet, Eric White, Hilliare Wilder, Chip Woodbury and Becky Cummings.

The minutes of the February meeting were accepted as read.

Eric received an email from the Nelson Conservation Commission concerning RSA 36-A:4-a, specifically the wording of the question under subparagraph I(a) shall be: "Shall the town vote to adopt the provisions of RSA 36-A:4-a, I(a) to authorize the conservation commission to expend funds to purchase interests in land outside the boundaries of our municipality, subject to the approval of the local governing body?''  This particular section requires a vote of the town having the funds and Nelson wondered if Sullivan had enacted it.  Sullivan has not.

Laura Lewandowski, town health officer, received notice from a company that does preventative spraying against mosquitoes and ticks.  She passed the information on to Eric to present at the meeting.  At this time Sullivan has no use for the company.

Leslie Casey, Planning Board Chairman, contacted Eric regarding Hazard Mitigation.  She was surprised to learn there is no flood plain map for Valley Road.  Over the years various boards (selectmen, conservation&planning) in town have tried to get FEMA to provide them – all to no avail.  Roger commented the only flood plain map FEMA as provided the town with relates to a small parcel of land where the Ashuelot River crosses.    

Eric asked for a vote to set up a Trails Committee as a subcommittee under Conservation.  He explained to those who were not present at the last meeting that Carol Andrews, interim head of the NHACC, sees no problem with it as long as one conservation commission member is always present.  Members at the last meeting were in favor as were the members at tonight’s meeting.  It was decided to move forward with a meeting for interested people at the Sullivan Library on March 31st at 6:30 pm.   

Roger and Ann Sweet recently walked the town forest boundary closest to the Haberman property and wondered just where the property lines are.  Wendy will look up the Haberman deed and pass the information on to Roger.  Roger also mentioned significant blow-down on the Town Farm that should be cleaned up.

Next month the Commission will host a meeting of interested departments in town to talk about the future of Jewett Park.  Leslie Casey should have her questionnaire information compiled by then.  It will be on April 19th at 7 pm at the Town Hall.

A brief discussion of town perambulations followed.  Eric would like to get all boundaries updated to GPS coordinates.
