Minutes of April 5, 2006

The secretary called the meeting to order at 7:12 p.m. in the absence of the chairman. Joe Fitzpatrick agreed to serve at chairman pro tem. Present were members Michelle Degree, Joe Fitzpatrick, Ann Sweet, and Bob Switzer. Absent were Steve Hamilton and Dave Jakway. Rick Hotchkiss represented the selectmen. Selectman Dick Labadie was also present.

Minutes for the meeting of March 1, 2006, were approved as distributed.

Driveway cuts
Bob Switzer, Michelle Degree, and Rick Hotchkiss agreed to meet with Road Agent Randy Smith on April 6 to look at proposed driveway cuts on Apple Hill Road (Csenge) and Valley Road (Gottsche). Concern was expressed, because of the steepness of the slopes in both cases, about water and soil that might flow on to the road and about space for piling plowed snow at the ends of each drive. The ad hoc driveway committee will examine the sites for compliance with the driveway regulations, particularly about dangers of erosion.

Northeast Ford
Mr. Hotchkiss commented that the new owners of Northeast will probably attend an upcoming planning board meeting to apply for site plan review of plans for expanded facilities and activity on the property. There is also need to examine the on-site junk yard.

Planning conference
Mr. Fitzpatrick and Mr. Switzer attended the April 1 conference sponsored by the State Office of Energy and Planning, partaking of workshops on affordable housing, renewable energy, conservation planning, and legal updates. Mr. Switzer reported that Lempster, a town with no zoning bylaw, has an expanding wind farm in place. Mr. Fitzpatrick noted changes to wetland zoning of which Sullivan should be aware. Towns about the size of Sullivan in the Goshen area will be holding a regional meeting on June 22 at 7 p.m. to consider how such towns should handle proposals for wind farms and other innovations.

There being no further business, the meeting adjourned at 8:30 p.m.
