Minutes of August 1, 2007

Chairman Steve Hamilton called the meeting to order at 7:01 p.m. Present, in addition to the chairman, were members Joe Fitzpatrick, Keith Martin, Ann Sweet, and Bob Switzer. Rick Hotchkiss represented the selectmen. Absent were Michelle Degree and Dave Jakway. Also present were Mark Paquette and Ed Plaisted. Don Primrose arrived about 8:15 p.m. 

Minutes of the meeting of July 5, 2007, were accepted as distributed. Notes of the boundary walk of July 17, 2007, to conclude the subdivision request of Dale and Joyce Paquette were accepted as distributed. 

Preliminary consultation on a proposed subdivision on Gilsum Road of property belonging to Mark Paquette and Ed Plaisted
Travis Royce of Landmark Associates presented a sketch (without measurements) of three lots showing wetlands and “upland” areas as designated by wetlands scientist John Sisson. The major concern was whether each lot could accommodate house and septic system while meeting the required wetlands setbacks. It was suggested by the owners that the Class VI Road that runs through their property might be used as the driveway for lot 3, with proper paving at the entrance (avoiding the wetlands). It was concluded, at least preliminarily, that the driveway proposed for lots 1 and 2 (on the line between the two) might also serve lot 3. It was noted by board members, that the width of the lot at the proposed building site on lot 2 did not meet the town requirement of 200 feet. Mr. Royce said the boundary lines could be moved to create the required width. There was discussion about the shape of two of the lots, which do not meet the town’s preference (as stated in the Master Plan) for more regularly shaped lots. Board members suggested that two lots would make more sense than three on this property with so much wetland. Mrs. Sweet asked whether board members might tramp around the property to check out the wetland borders. Mr. Paquette readily agreed. Mr. Royce said he and the owners would return to the planning board at its next meeting, September 5, with more detailed plans. In the interim, Chairman Hamilton, Mrs. Sweet, and Mr. Switzer will visit the property on Sunday, August 5.

Mr. Primrose asked whether a boundary walk had been scheduled. Chairman Hamilton replied that it had taken place. Mr. Primrose asked why he had not been notified, since the boundary walk was officially a continuation of the hearing on the proposed subdivision, and he had asked to be notified. Mr. Hamilton said that Mr. Paquette had specifically asked that Mr. Primrose not come on to his property, so he was not notified. Mr. Hamilton said he would have been included as a courtesy in the boundary walk, but the courtesy had been denied by the owner. No property owner is obligated to have anyone on his property uninvited. Mr. Primrose said he found the planning board proceedings most irregular.

Mr. Hotchkiss reported that Jamie Valley has reported to the selectmen at this week’s meeting that their site is ready for inspection. The selectmen will set a date for a visit.

There being no further business, the meeting adjourned at 8:33 p.m.
