Minutes of August 2, 2006

Meeting was called to order at 7:01 p.m. by Chairman Steve Hamilton. Other members present included Dave Jakway, Keith Martin, Ann Sweet, and Bob Switzer. Absent were Michelle Degree and Joe Fitzpatrick. Rick Hotchkiss represented the selectmen. Chairman Hamilton asked Mr. Martin to substitute for Ms. Degree.

Minutes of the meeting of July 5, 2006, were approved as distributed (after amendments submitted by email).

Municipal Law Lectures
Chairman Hamilton noted that the first law lecture on Sept. 27 will be on roads and town governments. The Oct. 4 lecture will be on procedural basics for planning board members. The Oct. 11 lecture will focus on the role of local officials in environmental permitting. All will be held in the Jaffrey fire station. Mr. Martin expressed interest in attending the lectures, for which the town will pay the registration fee.

Toutant subdivision plat has been recorded in the county registry.

Member business
Mr. Switzer promised to send out the draft of the amended driveway regulations. He also reported that interest in the wireless broadband initiative has attracted almost 200 potential customers, 35% of whom have home businesses. Many have found satellite service unreliable.

Mrs. Sweet recounted the wheeled vehicle incursion into Piper Forest that has left deep ruts on this SPNHF property. Prosecution of the offenders is expected. She also asked whether a permit had been required for the addition to the property at the corner of Hubbard Rd. and Centre St. Mr. Hotchkiss pointed out that the Community Planning Ordinance does not require building permits for additions. Chairman Hamilton suggested the CPO be amended to correct this omission. 

Mr. Hamilton wished to follow up on the question of a member at the last meeting whether there was any point to having regulations when they are not uniformly enforced. Mr. Hamilton suggested perhaps the planning board could meet with the selectmen to discuss the issue of scofflaws.
