Minutes of Dec. 19, 2013 hearing


Chairman Hamilton called the meeting to order at 7:02 p.m.  Present were planning board members Stacy Glover, Dave Jakway, Laura Lewandowski, Mark Smith, and Ann Sweet.  Absent was Kevin Wheeler.  Selectmen present were Laura Merrifield and Gary Patnode.  Also present were Ron and Mary Hull and Roger Sweet.

Chairman Hamilton announced the opening of the hearing on proposed changes to the CPO and to the driveway regulations.  He then noted that Stacy Glover would be sitting in for Kevin Wheeler.

Proposed CPO changes
There was much discussion about the proposed changes to the CPO discussed in regular planning board meetings.  In the end, all 9 changes were adopted by unanimous vote on a motion by Dave Jakway and Laura Lewandowski. They will appear in the January newsletter.

Proposed driveway regulation changes

Article IV.7.  Eliminate”cut” so that the last section of the sentence reads:  “no driveway shall be constructed closer than 20 feet from abutting property lines and easements.”

Driveways intersecting paved roads must have a paved apron of 20 feet wide and 14 feet deep.

Eliminate the rest of Article IV 14.

Article V.
Driveway permits are valid for one year from date of approval.  An extension may be granted by the planning board prior to expiration date of the permit.  The applicant at the time of approval must submit a check to the planning board made payable to the “Town of Sullivan” to cover the cost of installing the paved apron.  The amount of this check will be determined by the Town Road Agent and will be based on current construction costs.  This check will be held in an escrow account.  If the driveway permit has expired or an extension has not been approved by the planning board, then the planning board will use the excrow being held by the Town of Sullivan for paving said apron.  An inspection is required by the driveway committee and town road agent before and after paving of the apron is completed and will be signed off by the same.

A motion (Glover/Smith) to accept the changes passed without dissent.

A note was made to amend the driveway permit application to require the driveway committee as well as the road agent to sign the approval of completion of the apron. 

There being no further business, a motion (Jakway/Glover) to close the hearing and adjourn the meeting passed without dissent at 9:09 p.m.
