Minutes of June 3, 2009

Chairman Bob Switzer called the meeting to order at 7:00 p.m. Present, in addition to the chairman, were members  Michelle Degree, Barry Grass, Dave Jakway, Laura Lewandowski,  and Ann Sweet. Absent  was Joe Fitzpatrick. Cheryl Labadie represented the selectmen. 

Minutes of the meeting of May 6, 2009, were accepted as distributed.

Kinson query about mining gravel on property on Gilsum Road
Chairman Switzer consulted with former planning board chairman, Chris Pratt, who directed him to a file on gravel excavation.  Regulations Governing Earth Excavations, passed by vote of the planning board on October 3, 1991, were found in the file.  It is clear that Mr. Kinson needs to file an application for excavation plus an excavation plan showing area of proposed excavation and other details.  He also must provide a reclamation plan.  Chairman Switzer declared that a site visit before the hearing would be necessary.  The application must be filed with the planning board at least 15 days prior to the next regularly scheduled planning board meeting, and, if the application is complete, a hearing will be scheduled within 30 days.  Chairman Switzer will describe the requirements to Mr. Kinson and provide him with a copy of the regulations. Chairman Switzer will check to be sure no state permits are required.

Chairman Switzer asked all planning board members, who received copies of the regulations, to review them and report to him their comments by email before the July meeting.

Exposed gravel mound on Corey Mine Road
Ms. Labadie, Chairman of the Board of Selectmen, reported that several observations show no activity at that site.

Groundwater issues in NH
Chairman Switzer plans to attend a meeting featuring the NH Groundwater Commission.  He referred everyone to www.nhgroundwater.com for information on the areas of concern to the commission.  Chairman Switzer expressed concern about possible commercial withdrawal of water resources in Sullivan for which the board may need to write regulations.

Energy Committee
Four members of the energy committee will attend the State conference on June 20 and report back to the whole committee at its next regular meeting on June 24 at 7:15 p.m. in the town hall.

OEP workshop
Mr. Grass reported that he had learned a lot from the OEP workshop he attended this spring.  He obtained a floodplain document that we might need to consult at some time, especially since there is still no USGS floodplain map for the Otter Brook area of Sullivan.

Update on proposed cell tower in Roxbury off extension of Houghton Ledge Road
The Roxbury Planning Board met on May 27 to consider merits of US Cellular request for a 190 foot tower.  Abutters objected to the height, and questions were raised about access to the tower off a class 6 road.  The planning board was to convene June 3 after a visit to the proposed site to further consider the application.

There being no further business, the meeting adjourned at 8:07 p.m.
