Minutes of June 4, 2008

Chairman Steve Hamilton called the meeting to order at 7:10 p.m. 

Present, in addition to the chairman, were members Michelle Degree, Keith Martin, Ann Sweet, and Bob Switzer. Absent were Joe Fitzpatrick and Dave Jakway. Rick Hotchkiss was not there to represent the selectmen. 

The minutes of the meeting of May 7, 2008, were accepted as distributed. 

Dean subdivision
Boundary walk and filing of the plat were completed in May. 

Culvert replacement
Copies of the wetlands mitigation reports prepared by Beaver Tracks for the Road Agent preparing to replace five culverts were circulated. 

Fee to be added to document fees at the County Registry of Deeds
As of July 1, all deeds, mortgages, discharges of mortgages and PLANS will require a separate check of $25 to pay a surcharge to support LCHIP (Land and Community Heritage Investment Program). The check must be made payable to “State of New Hampshire - LCHIP” and may not be combined with the regular charge for filing a plat ($26), the check for which must be made payable to “Cheshire Registry of Deeds.” 

Draft letter to selectmen concerning enforcement issues
Members felt the draft was insufficiently emphatic, so a new draft will be written. Members wondered how the town of Sullivan might gain the services of a building inspector. Perhaps one might be shared with neighboring towns. 

Update on issue of right-of-way through Sullivan property to subdivision of Riesenberg property in Nelson 
The Nelson Conservation Commission is exploring ways the Riesenberg property might be conserved to protect the Black Brook watershed. Being examined are complicated questions about building on a private road that is accessed through a right of way that passes across a lot in another town. 

Amendments to the subdivision regulations
At the next meeting, it is hoped to set a date for a hearing on proposed changes to the subdivision requirements.
