Minutes of November 7, 2007

Chairman Steve Hamilton called the meeting to order at 7:00 p.m. Present, in addition to the chairman, were members Michelle Degree, Dave Jakway, Keith Martin, Ann Sweet, and Bob Switzer. Absent were Joe Fitzpatrick and Rick Hotchkiss. Keith Martin stood in for Joe Fitzpatrick. Also present were Mark Paquette and Ed Plaisted, Travis Royce of LLS, and Scott Lake. 

Minutes of the meeting of October 3, 2007, were accepted as distributed. 

Public hearing on the completeness of the application of Mark Paquette and Ed Plaisted for subdivision of their property on Gilsum Road.
During a review of the checklist, no omissions were discovered. A motion (Jakway/Switzer) to accept the completeness of the application passed without dissent. 7:30 p.m. 

Public hearing on the merits of the Paquette/Plaisted application.
The board agreed that the deed to each of the three lots must contain language spelling out the responsibilities of each lot owner for maintenance of the shared driveway, which must be at least 20 feet wide. Additionally, the buildings must be at least 50 feet from any wetland and the measurement of the lot at the building line must be 200 feet. Abutter Scott Lake expressed some concern about runoff from the property to his land, where in seasons of high water, there is enough runoff to bubble up in his yard. He worried that tree-cutting could increase the current runoff. The owners assured him that they were going to grass over the area closest to him (on the up side of the New Road) to reduce any runoff. They also pointed to the two broken culverts on the New Road. Were they to be replaced, the current runoff might be reduced. It was pointed out that the town has no obligation to maintain Class VI roads, but, since there might be a benefit to the town, Randy Smith might be alerted to the desirability of replacing those culverts. There was also some discussion about the route of snowmobile travel, perhaps currently on the Paquette/Plaisted property. The owners will work this out. 

A motion (Switzer/Martin) to approve the proposed subdivision with the condition that the deed for each lot sold to a new owner include language spelling out the responsibilities of each lot owner for maintenance of the shared driveway passed without dissent . 8:50 p.m. 

The boundary walk to observe the set pins will take place at 9 a.m. on Sunday, Nov. 11. 

A motion (Switzer/Jakway) to accept the driveway permit for the Paquette/Plaisted subdivision application passed without dissent. 

The ZBA hearing on the Dale Paquette request for a special exception to conduct a forest processing manufacturing business on his property on Price Road will be held at the town hall on Tuesday, Nov. 20, at 7 p.m. 

Proposed changes to the Community Planning Ordinance
N.B. SINCE THE HEARING FOR PROPOSED CHANGES MUST BE HELD BY January 23, any proposed changes must be made at the Dec. 5 meeting of the planning board and the hearing held at the January 2 planning board meeting. 

Article III. C. 2. Mr. Martin and Mr. Switzer will propose a rewording of this requirement. Article IV. K. Correct a typographical error: “Excavations …..will not be permitted within….. 

Article V.A. A building permit shall be required for all dwelling units and additions thereto. Omit size references. Keep second sentence. 

Article V. B. 5. The general contours of the land and location of any wetlands. 

Article XI. Forestry should be defined. Animal husbandry should be defined to exclude “factory farming;” scale should be set. 

Any other proposed changes to the CPO must be brought to the Dec. 5 PB meeting to be considered for the 2008 ballot.

No resolution of this issue was made. There being no further business, the meeting adjourned at 9:06 p.m.
