Planning Board Minutes
06 September 2017

The meeting came to order at 7:00 p.m.

Those present:
Board Members:  Leslie Casey, Chair; Laura Lewandowski; Dorothy Miles; Peter Miles; Ann Sweet; Milton Trimitsis
Selectman Representative:   Laura Merrifield
Public:  Allen Vandiver (44 Hubbard Road)

After a brief discussion of some corrections to the drafted version, a motion was made to accept the minutes of the August 2, 2017 meeting as amended.  The motion passed unanimously and the minutes were accepted.  

OLD BUSINESS

VANDIVER DRIVEWAY PERMIT APPLICATION, TAX MAP 3 LOT 99:  On August 14, 2017, the Driveway Committee did a site walk of the Allen Vandiver property at 44 Hubbard Road.  It was noted that a section of the proposed driveway, approximately 100 feet up, may have to be shifted to accommodate the septic system.  An escrow check in the amount of $1,800, to cover the cost of the apron paving, was provided to the town.  The driveway permit application was reviewed by the Planning Board and approved.  A copy was provided to Mr. Vandiver.

SBA WIRELESS TOWER, OLD CONCORD ROAD:  Construction on the SBA Wireless Tower has begun.  Selectman Merrifield explained that no “intent to cut” was required for clearing trees.  The amount of trees being cut will fall under the 10,000 board feet plus 20 cords limit.  The wood will be given to a townsperson.  A land use change tax will be levied.

ROKES PROPERTY, FERRYBROOK ROAD:  The Zoning Board will handle the issue of the Rokes dwelling units.  A meeting is scheduled for September 14, 2017.

NEW BUSINESS
 
SMITH PROPERTY, HUBBARD ROAD:  It was brought to the attention of the Planning Board that there exists a semi-circular driveway at the property owned by Todd Smith on Hubbard Road.  A discussion ensued.  Chair Casey reported that Chris Pratt, the town archivist, did not have documentation of when that portion of the driveway was put in.  Selectman Merrifield reported that Randy Smith, town Road Agent, said that the driveway in question was approved by the selectmen prior to the adoption of the current driveway regulations.  It was decided by the Planning Board that the new-looking crushed stone surface falls into the category of “maintenance.”  No further action will be taken at this time.

ESCROW FUNDS PROCEDURE:  Selectman Merrifield provided the Planning Board with a draft copy of the revised escrow funds procedure for comment.

2015 MASTER PLAN REVIEW:  A discussion of the 2015 Master Plan objectives and recommendations review was initiated.  Comments on the Community Planning Ordinance and driveway regulations made by Selectman Merrifield were discussed.  Chair Casey and other planning board members will look into improving ordinances and regulations accordingly.

Motion to adjourn made and seconded.  No discussion.  Motion passed unanimously.
