                                    SULLIVAN PLANNING BOARD      
        Minutes of the Meeting of September 2, 2015    

The meeting was called to order at 7:01 p.m. by Chairman Leslie Casey.  In addition to the chairman, members, Laura Lewandowski, Stacy Glover, and Ann Sweet were present.  There was no selectmen’s representative.  Absent was member Mark Smith.

A motion (Lewandowski/Casey) to approve the minutes of August 5 passed without dissent.

A motion (Lewandowski/Casey) to approve the minutes of the Special Planning Board Meeting of August 26 passed without dissent.

Bylaws revisions
The archivist has not yet clarified the formation of the planning board in the 1970’s as recorded in the minutes of the town meetings of 1972 and 1973. Consequently, Chairman Casey tabled discussion until the October meeting.

Site Plan Review regulations
To date, an electronic version has not been unearthed in the town office.

The version as modified by town vote in March of 2015 is posted on the town website.

Inquiry about installation of a wireless communication tower
After research into the only planning board experience with such a request (in 2002), it was determined that the process should start with an application for a special exception from the ZBA, and the person making the inquiry was so advised, followed by SOR from the planning board.Chairman Casey noted the importance of getting technical advice , as the ZBA did in 2002.  The applicant must pay for such consultation.

Special Planning Board meeting on August 26
The minutes of that meeting have been approved and will be posted.  The District 4 engineer, John Kallfelz, explained the funding shortfalls that keep the DOT from spending on roads in poor shape, like Centre Street.  However, there was shimming done on parts of Centre Street today.

Broadband initiative
To find out about the efforts to improve broadband connections, go to   There is quiz to determine where the participant fits in the distribution of broadband throughout the state.  Various state, university, regional and private organizations are contributing to the mapping and analysis.

Driveway permits    
Driveway permit expirations should be ascertained and a letter written to selectmen noting the expiration.

There being no further business, a motion (Lewandowski/Glover) to adjourn the meeting at 7:56 p.m. passed without dissent
