Meeting Minutes April 21, 2014 – 6:30 PM

  1. CALL
    TO ORDER: Chairman Gary Patnode called the meeting to order at
    6:30 PM and made a motion to approve the minutes of the April 14,
    2014, meeting. Laura Merrifield seconded the motion and the minutes
    were unanimously approved.

  1. SELECTMEN’S
    BUSINESS:

  1. A
    request from a resident for the possibility of performing court
    mandated community service was discussed by the Board. There is no
    history of a request like this in the past. Concerns of town
    liability and supervision were raised. Ms. Merrifield to contact
    the resident and suggest other options.

  1. Communication
    from the Town Attorney regarding a site visit to Patricia
    Alexander’s home was discussed. Ms. Alexander communicated to the
    Town Attorney that the Selectmen will not be permitted on her
    property.

  1. The
    Board discussed communication from Jesse Bushaw from the DRA
    regarding timber cuts at Scott Alexander’s property. Forrest
    Ranger Matt Apgar will be looking into this. The Board approved a
    letter of inquiry to Jeremy Kinson regarding timber cut at his
    property.

  1. The
    Board reviewed and signed the timber tax warrant for the Randy Smith
    cut. Ms. Merrifield to send report of cut to the DRA and pass the
    tax bill to Mary Hull.

  1. Payroll,
    Vendor Payments, and Purchase Orders were approved.

  1. Mr.
    Patnode reported to the Board that he has left a voicemail with a
    resident of interest for the vacant Overseer of the Poor position.
    He is waiting for a return call.

General
discussion included the review of the Occupancy Permit to be attached
to Building Permit applications that was effective April 1, 2014.

Ms.
Merrifield brought up an email communication from Deena Forcier
regarding Aaron Collette’s timber cut on his property. Ms.
Merrifield explained in her response to Ms. Forcier the State Law on
timber cuts and the guidelines for intent to cut. Ms. Merrifield also
informed Ms. Forcier information regarding Mr. Collette’s response.

Mr.
Patnode mentioned the Board received a communication from Fairpoint
regarding the denial of the 2013 abatement application.

The
Board approved two newsletter items.

    MOTION: Laura Merrifield moved to adjourn the meeting at 7:40 PM
