Town of Sullivan, N.H. Board of Selectmen

Approved Meeting Minutes Draft

    August 13, 2012 – 7:30 PM

    Board members present: Mark Paquette, Gary Patnode, Robert Thayer

    Department heads present: Karl Wheeler, Randy Smith

    Also present: Scott Alexander, Patricia Alexander, Roger Sweet, Chip Woodbury, Butch Brooks, Carlene Wheeler, Karen Luebkeman, AA


    A. CALL TO ORDER: Mark Paquette called the meeting to order at 7:30PM


    Scott Alexander attended the Selectmen’s Meeting to discuss the correspondence he received from the Selectmen regarding the condition of his property. Last year a number of residents were notified to clean up their property, Mr. Alexander being one of them. Several individuals complied but those who have not corrected the situation have received final notification from the Selectmen that fines will begin to ensue until they follow through with the request. Mr. Alexander submitted a statement regarding the reason/reasons he could not follow through with the request any time soon which the Selectmen will discuss to determine if assessment of fines will commence. Mr. Alexander also shared his frustration and unhappiness with the Board and feels that he is being singled out in this matter.

    Patricia Alexander attended for the same reason and cited her age and poor health as the reason she could not clean up her property. Selectmen will discuss her situation.

    Karl and Carlene Wheeler reported to the Selectmen that a new neighbor had poured a concrete slab prior to acquiring a Building Permit and asked that the Selectmen address this situation. The Selectmen will issue a Cease and Desist Order on the property owner and advise them that any further work done that requires that a Building Permit be in place will result in an Injunction filed by the Town’s attorneys in court.

    The Trustees of the Trust Funds came together to discuss the upcoming timber cut that will be occurring at the Winch Forrest. They explained what is planned for this cut which is being overseen by Forester Swift Corwin of Peterborough and requested that the Selectmen sign the contract.

    The Trustees again discussed with the Selectmen that they are looking into investment opportunities for the Town’s trust funds that will realize a greater return than what bank interest is currently providing.

    C. Department Heads:

    Randy Smith updated the Selectmen on the progress of the Ferry Brook Road bridge.

    He is hoping to get 3-4 bids from local contractors to pull the old bridge out.

    S.W. Cole the engineering firm contracted to size the new bridge will meet with the Conservation Committee to get their endorsement on the Wetlands Permit that is needed to construct/place the new bridge.

    Randy will also be getting bids for patching the asphalt on the town roads that were damaged during the flood.

    Currently there is no date set for paving South Road, although it is tentatively planned for mid/late August and prior to the school year starting.

    D. Selectmen’s Business:

    General business including the approving of payroll and vendor payments, review of

    invoices and PO’s were addressed.
