  1. CALL
    TO ORDER: Chairman Laura Merrifield called the meeting to order at

    6:30 pm. David Beers made a
    motion to approve the minutes of the July 25, 2016 meeting, seconded
    by Joseph Lewandowski. The minutes were unanimously approved.

  1. SELECTMEN’S
    BUSINESS:

  1. Mary
    Hull-Tax Deeding
    -Two
    families are making regular payments on their delinquent tax bills,
    14 Rugg Road and 211 South Road. Tax Collector Mary Hull recommends
    that we waive the Tax Deeding for the non-payment of the 2013 taxes
    on these two properties. Four other properties are eligible for Tax
    Deeding; 101 Gilsum Road, Bowlder Road (two lots), 24 Arlen Drive
    and a property on Gilsum Road M 1 Lot 15. Mary will make a last
    attempt to contact these four property owners and will report back
    at the next meeting if needed.

    Burbank
    -Signage for home
    business-Not addressed.

  1. Edson
    and Virginia De Angelis-132 Apple Hill Road M 6 L75
    -Occupancy
    Permit Checklist. The Selectmen acquired verbal permission to
    inspect the site; they will do the occupancy checklist on Tuesday
    August 16

    at 6:15 pm. It was noted, the De Angelis’s were granted an
    extension from the Planning Board for their driveway permit sighting
    the desire to have all of the heavy equipment work done before
    paving the apron.

  1. Adoption
    of Hazard Mitigation Plan
    -Laura
    Merrifield made a motion to adopt the Hazard Mitigation Plan 2016
    update. Seconded by Joe Lewandowski. Roll call vote 3-0 motion
    passed.


  1. Board of Selectmen Meeting
    Procedures
    -Laura had given
    out a draft for edits and comments. The procedures will come back to
    the Board at their next meeting for approval.

  1. Oil/Diesel/Propane
    updates
    -A spread sheet was
    distributed and Kate will get some additional information before a
    final decision is reached

  1. RPF-Town
    Hall Floor Refinishing
    -The
    bids were opened and the decision of the Board was to get a more
    accurate measurement of the space and rebid the job. One bid was not
    received as required and the other was far more than the town had
    budgeted.

  1. Payroll,
    Vendor Payments and Purchase Orders
    -
    Approved as submitted with one bill that needed correction and
    resubmission.

  1. Miscellaneous/General
    Discussion
    -NHPDIP will be
    automating services. SWRPC Commission Highlights received. Outdoor
    Public Space Survey received. MHS will be eliminating their Animal
    Cruelty Investigator and now the Sherriff’s department will be
    conducting investigations. NHMA Legislative Bulletin received. Flyer
    from SNHS posted. Trustee’s monthly financial reports received.
    Communication from Lawyer regarding property at 62 Ellis Road
    received, Laura and Kate will write a response to the questions from
    Bradley and Faulkner. MS-1 Update from Avitar received. Joe began a
    general discussion about tax rates if Nelson builds an addition to
    their school. Request to revisit Town Energy Audit before next
    budget. Invitations: MHS Hairball 9/24 at 6pm at the Keene Country
    Club; Restoring Meadow Habitat for Pollinators 9/10 at 10am Roxbury
    Town hall; Extraordinary Women 8/25 3:30 at Stonewall Farm.
