  1. CALL
    TO ORDER: Chairman Gary Patnode called the meeting to order at 6:30
    PM. Chairman Patnode made a motion to approve the minutes of the
    December 1, 2014, regular meeting. Laura Merrifield seconded the
    motion and the minutes were unanimously approved.

    BUSINESS:


  1. Henry Brooks
    presented the selectmen with language for a petitioned warrant
    articled he crafted pertaining to the Community Planning Ordinance,
    specifically Article III, A., 7, permitted uses in the Rural
    Residential District. The article was accompanied by 30 signatures.
    Chairman Patnode explained the process of putting the article
    forward which begins with the Selectmen, is forwarded to the
    Planning Board, who must hold a public hearing, take a vote and add
    a notation to the article, which will then appear on the paper
    ballot and be voted on the day before Town Meeting. The selectmen
    will review the language, pass it onto the Planning Board and ask
    the Supervisor of the Checklist to verify that all signatures are
    registered voters.

  1. Steve
    Pro, representing Matthew Vanderberg of 245 Gilsum Road, presented a
    septic plan for signature. He completed the septic system
    application. The plan was signed and stamped with all copies given
    to Mr. Pro for mailing.

  1. A
    communication from Webster Selectmen Bruce Johnson, relating to the
    inclusion of a warrant article concerning funding for State
    Education needs, was reviewed. The Board forwarded the article to
    the School Board for consideration on the School warrant.

  1. The
    Board acknowledged a communication and a CD from Southwest Regional
    Planning Commission. SWRPC has crafted an advisory plan and will
    hold a meeting about the plan on December 16
    th.
    They requested the memorandum and the CD be made available to the
    public through December 15
    th.
    Due to the timing the information was received, Chairman Patnode
    informed the Planning Board about SWRPC’s request at their
    December 3
    rd
    meeting. The memo and plan are available for public review in the
    Selectmen’s office.

  1. A
    communication from HealthTrust requiring annual notice to active
    employees regarding potential State health insurance assistance was
    reviewed. A memo to all employees was approved and will be issued,
    along with additional information, on Tuesday, December 9
    th.

  1. The
    Board acknowledged three communications from Town Attorney Gavin
    regarding the Alexander junkyard issue.

  1. An
    inquiry was received relative to a possible acquisition of one
    police cruiser from the Roxbury police chief, whose vehicle was
    recently damaged. Chairman Patnode met with the police chief so he
    could view the cruiser. More information to follow.

  1. Payroll
    and vendor payments were reviewed and approved.

General
discussion ensued. The Board initiated a transfer of funds from the
Town Building Major Repairs Capital Reserve and the Revaluation
Capital Reserve. It will be forwarded to the Trustees on December
9
th
for completion. Mrs. Merrifield reported that a Municipal Resources
representative will be at Town Hall next week to present a plan
relating to administrative functions. Discussion ensued regarding
the heat controls. Mr. Patnode will install some wiring so the heat
can be controlled from the Tax Collector’s office. It was
confirmed the thermostat in the police department (which presumably
controls the lobby and TC office) is set at 65 degrees and the
thermostat in the big hall and selectmen’s office is 60 degrees or
less, but the system is calling for heat. It is likely the Town will
need advice from a heating specialist. In follow up to concerns
about the snowmobile bridges on Price Road, Randy Smith, Roger Sweet,
Eric White and Laura Merrifield will be meeting on site with Ron
Robbins (snowmobile club) and a representative from the NH Division
of Parks&Recreation Bureau of Trails on Wednesday, December 10
at 9:00 AM. Chairman Patnode relayed information he obtained from
Health Officer Laura Lewandowski regarding Bowlder Road (animal
burial) and South Road (trash accrual).
