Minutes January 20, 2014 – 6:30 PM

  1. CALL
    TO ORDER: Chairman Gary Patnode called the meeting to order at 6:30
    PM. Laura Merrifield made a motion to approve the minutes of the
    meeting. Gary Patnode seconded the motion and the minutes were
    unanimously approved.

  1. Anne
    McBride, representing the Monadnock Conservancy presented the 3
    party right of enforcement documents relating to the Henry Brooks
    property and the Henry Brooks/Linda Brown property. The documents
    were signed by the Selectmen and notarized by Mary Hull. Ms.
    McBride will record the documents and return an executed copy to the

    Croteau who had indicated he would be in attendance at the meeting
    did not appear.

  3. The
    Board of Selectmen reviewed and approved payroll and vendor

  4. The
    2014 Agreement for Ambulance Service between the City of Keene and
    the Town of Sullivan was signed as was verbally recommended by Chief
    Al Henry in a conversation he had with Mrs. Merrifield.

  5. The
    household hazardous waste letter of commitment was held over to the
    next meeting so the Conservation Commission could be advised of the
    expected increased cost.

  6. The
    Board of Selectmen reviewed and approved an advertisement for a
    part-time position of Administrative Assistant to the Selectmen. It
    would be the intention of the Board to fill this position as well as
    to retain the services of Karen Luebkeman who would serve as a
    financial assistant with very limited hours. In addition, Mrs.
    Merrifield provided the members with an update of the 2013 wages
    paid to Town employees along with a projection for 2014 and an
    extraction of comparable wages from the 2012 New Hampshire Municipal
    Association Wage and Benefit Survey. The Board recognizes this
    information is a guideline only, is already out of date, and does
    not adequately define other benefits, longevity and other employment
    attributes. The NHMA will be conducting a new survey in 2014.

  7. Robert
    Donnelly submitted a building permit and other documents for the
    purpose of constructing a single family dwelling at 359 Valley Road.
    As the Board reviewed the application, a phone call was placed to
    Mr. Donnelly (who is unable to attend BOS meetings). The Board
    requested a plot plan which defines road frontage, lot lines, etc.
    in order to confirm the correct footage related requirements are
    met. Mr. Donnelly will send a map. Following the conversation, the
    Board discussed the driveway permit requirement. It was noted the
    Road Agent had previously spoken with the property owner and found
    that because this was a pre-existing entrance, no driveway permit
    was needed. While this may have been a premature response, the
    Board will request the Road Agent write his comments on the driveway
    permit application. The Board will hold the approval of the
    building permit until receipt of the plot map.

    MOTION: Gary Patnode moved to adjourn the meeting at 8:31 PM
