Minutes June 22, 2015 – Special Meeting

  1. CALL
    TO ORDER: Chairman Gary Patnode called the meeting to order at 6:30

After introductions,
Chairman Patnode explained the purpose of the meeting was to hear
from the School Board concerning their cash flow and the need for an
advance on the 2015-2016 appropriation. An invitation had been
extended to the Budget Committee so all the parties could meet to
discuss a course of action.

Initially the
request from the School Board, which came to the Board’s attention
on June 1, was for the Town to double up the June and July school
payments because of a projected shortfall. By way of explanation,
the Town pays over the appropriations on a monthly installment plant.
For the period July 1, 2014 to June 30, 2015, the Town’s
obligation was $620,632.

Toni Ellsworth
explained the Board was anticipating a budget deficit primarily due
to over-expenditures in transportation, tuition, operations, and
special education. In June there were insufficient funds to pay the
bills and as a result the Keene School District tuition payment was
held up. Until the scheduled audit (beginning July 22), the actual
amount of shortfall would be unknown. It is the School’s intention
to request funds from the Special Education Expendable Trust Fund to
cover the shortfall which would require a public hearing and a
request for disbursement through the Trustees.

Al Merrifield
inquired if all the funds for the 2014-2015 fiscal year have been
disbursed and was the School Board looking for a larger installment
for July based on the 2015-2016 fiscal year. It was confirmed the
final payment of $73,396.78 was made on June 1 and the School Board
was interested in receiving an advance recognizing future monthly
installments would be trimmed to insure no overpayment. Ms.
Ellsworth will be running some financial projections and will work
with the Town to establish a payment plan. It was determined the
funds to be paid to the School for fiscal year 2015-2016 is $749,250
and equally divided over 12 months results in installments of
$62,437.50. Discussion ensued over the Town’s obligation and
financial ability to pay the funds.

On a vote of 3-0,
the Board approved the payment of $124,875 to be paid to the Sullivan
School District on or about July 1, 2015, as part of the
appropriations raised and approved at the March 2015 Town meeting.
Motion made by Gary Patnode, seconded by Laura Merrifield.

    MOTION: Gary Patnode moved to adjourn the meeting at 7:25 PM
