Board members present: Chairman Laura Merrifield, Joe Lewandowski and Jeff Burbank

CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:30 pm. Jeff Burbank made a motion to approve the minutes of the January 8, 2017 meeting, seconded by Joe Lewandowski. The minutes were unanimously approved as amended. Jeff Burbank made a motion to accept the non-public minutes of January 8, 2018, seconded by Laura Merrifield. The minutes were unanimously approved. 

PUBLIC COMMENT-Erica Sprague of Gilsum Road came in to report a garbage nuisance at 301 Gilsum Road, this will be referred to the Health Officer, Laura Lewandowski. 


Road Agent Position for Discussion-Discussion ensued and the Board decided to extend an offer to a candidate. 

Winch Hill Documents for review-Chris Pratt, Town Archivist provided a letter along with primary documents to show that Winch Hill is discontinued absolutely and not subject to gates and bars. The Board will suggest the following to the Conservation Commission; blocking the other end of the road, issuing keys to the Board, Highway Department and Fire Department and anyone who can show by deed that they have a legal right of way to the property. Also suggested was a sign prohibiting motor vehicles.  

Acknowledgement of Financial Reports and adjusting expenses- December 2017-Acknowledged by the Board. 

Land use Change Tax Map 6 Lot 54-Cell Tower Site-Signed by Board. 

Dog Control Policy discussion-Discussion ensued referencing dog and cat control laws, RSA 466:30a and b and 466:31a. Enforcement options were discussed. It was resolved that Laura Merrifield would write something up for the newsletter that would inform the public of the Dog Control Laws that are in effect in Sullivan and the obligations of dog owners.

Payroll, Vendor Payments and Purchase Orders-Purchase orders and manifest approved as submitted.

Miscellaneous/General Discussion-ICMA question whether Sheila Smith can stay on as a sponsored member; she can at no cost to the Town. Trustees report for December, received. Personnel Manual draft; DOL responded that they will review the draft. Kate reported that if the Town would like to conduct an employee background check that it would go through State Police Headquarters and that the CDL license also requires a check. Joe Lewandowski asked that RSA 154:1 be distributed in response to a question about the Fire department. Joe Lewandowski also asked that a NHMA article about budgets be distributed.

MOTION: Laura Merrifield moved to adjourn the meeting at 8:43 pm.
