Meeting Minutes, March 19, 2018

Board members present: Chairman Laura Merrifield, Jeff Burbank and Marsha Cook

CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:30pm. Laura Merrifield made a motion to approve the minutes of the March 12, 2018 meeting, seconded by Jeff Burbank. The minutes were unanimously approved. 


Elect a Chairman-Jeff Burbank made a motion for Laura Merrifield to continue as Chairman, seconded by Marsha Cook. Vote in the affirmative. 

Rate Changes for signature-signed by Board. 

Abatement Application for 96 Ferry Brook Road- The Board discussed the abatement and Laura Merrifield will follow up with the Zoning Board of Adjustment to find out the status of their variance application before granting the abatement. 

Acknowledgement of Financial Reports and adjusting expenses-February-Acknowledged by the Board. 

Personnel Manual-review of changes-The changes and policy clarifications were reviewed. A motion was made by Jeff Burbank and seconded by Marsha Cook to approve the changes. Vote in the affirmative. 

Appointments from Town Meeting-Appointments arising from the Town meeting signed by the Board. 

Payroll, Vendor Payments and Purchase Orders-Purchase orders and manifest approved as submitted.

Miscellaneous/General Discussion-NHMA legislative bulletin, received. Cheshire County Sheriff’s Log, received. Communication from Attorney, Gary Kinyon regarding campers, received. Draft letter to Chief Howard at Keene Fire regarding Advanced Life Support, reviewed. Updated list of important phone numbers, distributed. Joint Loss Management meeting minutes, received. 

Board of Selectmen-General Discussion-Laura Merrifield asked if the other Selectmen would like to attend the Keene City Council Legislative Delegation meeting on April, 3rd; Marsha Cook expressed an interest and Kate will RSVP. The Planning Board schedule for the Board was reviewed. It was decided that Jeff Burbank would cover April through June, Laura Merrifield will cover July through October and Marsha Cook will cover November through February. Jeff Burbank raised a concern about a plow truck filling up with sand at the Town Barn; Laura Merrifield discussed this with Paul and it was a resident using the sand for their personal property. The salt expenditures for the highway department were mentioned and the Acting Road Agent is aware that that line is over expended. Jeff Burbank suggested changing the time of the meeting to 7:00 pm. Marsha Cook asked about an item of old business, vehicle fees, Laura Merrifield explained it is an optional fee that could be assessed to raise funds for road improvement. Laura Merrifield went over the Highway Road Agent Employment Conditions and a question was raised about the retirement plan. Kate will get more information about wait times for participation in the ICMA retirement plan. 

MOTION: Laura Merrifield moved to adjourn the meeting at 8:10 pm.
