CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:30pm. Jeff Burbank made a motion to approve the minutes of the March 19, 2018 meeting, seconded by Marsha Cook. The minutes were unanimously approved as amended. 

PUBLIC COMMENT-None. 
 
SELECTMEN’S BUSINESS:

Hilliare Wilder-Beaver Deceiver-Mr. Wilder presented a resolution from the Conservation Commission about using the Beaver Deceiver to ameliorate the problems that beaver can cause to culverts. It is a flow through device that allows water to move without disruption from beavers. Mr. Wilder would like this option to be explored as alternative to killing the beavers. 

Abatement Application for 96 Ferry Brook Road-The Board discussed the abatement and Laura Merrifield will follow up with the Town Attorney because the third unit on this property does not have a variance. 

MS-232 for signature-Signed by Board. 
 
Review of draft Fraud Policy and draft Credit Card Policy Personnel Manual-review of changes-The policies were reviewed and edits will be incorporated before adoption. 

Payroll, Vendor Payments and Purchase Orders-Purchase orders and manifest approved as submitted.

Miscellaneous/General Discussion-NHMA legislative bulletin, received. E-mail from Chief Howard of Keene Fire Department regarding ALS contract adoption directions, received. Letter from DRA regarding equalization ratio, received. E-mail from Katy Burgess of MRI about overnight postage expenses, received. Trustees request for the MS-9 and MS-10 reports to be uploaded into the DRA portal, received. Invitation to Community Transport meetings, various locations, received. Letter from the DOT regarding Red List Bridge, received. Kate answered questions raised about the ICMA retirement plan; there is no waiting period and employees do not need to match funds. E-mail from Mitchel Municipal Group about changes to the Fairpoint trial schedule, received.   

Board of Selectmen-General Discussion-Laura Merrifield and Jeff Burbank went to 419 South Road and spoke to Mr. Hughes; he has vacated the camper on that property and that information has been relayed to Gary Kinyon the Town attorney. Laura Merrifield spoke to Judy Silva at the NHMA about the interpretation of an RSA relating to pay and benefits and she will follow up with a call to a labor lawyer affiliated with the NHMA. Marsha Cook will talk with Eric White, Chairman of the Conservation Commission in response to the resolution relating to beaver control.
