Minutes of March 30, 2009

Meeting was called to order at 7:30 p.m.

Selectmen Present: Cheryl Labadie, Bob Thayer, Mark Paquette.

Sarah Harpster (with Ann Sweet) from COOL Monadnock gave a presentation on town energy use. Ann asked the Selectmen to appoint an energy committee and discussed the possibility of applying for federal stimulus money to perform an energy audit on at least one town building. Sullivan Baseline report energy use and cost are similar. Ann Seeet would like to start an energy committee. In 2007 it was voted in. Ann is not asking for any money. She would like to see improvement in the energy used in the building and vehicles. The committee has a list of 5 people that would like to be on the committee. Ann has done a lot of work; copies of COOLMonadnock were given to the Selectmen. The town got their base line use in 2005. They would like to measure the progress year to year. Conservation bought a kilowatt reader. It is available at the Libaray, for anyone to borrow to measure his or her energy. They would like to compare four buildings the Town Hall, Library, Hwy Department and Fire Department. Ann would like for the selectmen to make a motion, Cheryl motioned and Mark seconded. There needs to be a Selectmen for the committee. They would like to measure the Energy per square foot, Site source and average usage. The smaller towns numbers are lower. They need to do a review of the Town policies for inconsistencies with goal to reduce energy use. The behavior change programs, green product purchsing policy, vehicle fuel conservation options: analysis of routes, usage and fuel types. Alternate the energy systems and the payback, recycling and composing. They need help with the committee. One building to identify for energy, the audit is May 20th in Keene on a Wednesday. June 20th state wide in Concord on a Saturday. Funding will come from Regional Greenhouse, Federal Stimulus, Municipal Planning, and the budget.

Payroll and Bills were approved.

Selectmen read the correspondence from Southwest Region Planning Commission. They need approval form the Select board Chairmen in order to share Sullivan Mapping data, to compile a Natural resources inventory of Cheshire County Towns, Cheryl Labadie's signature is needed.

Mary Monroe and Gladys Cote presented a letter asking the selectmen if they could use the recreation fund money for the NES Acess Program. This Program is for the children of Sullivan for them to go to camp and activities. There is $1,000.00 in the fund. Selectnen suggested that they get a committee together for the children of this town. The Selectmen approved the request.

Minutes of March 16th and March 23rd were approved.

City officials pressent: Neil "Al" Henry, presented the selectmen with a purchase order for Matthew Moore EMT class. Selectmen approved the purchase order.
