Meeting Minutes, May 7, 2018

Board members present: Chairman Laura Merrifield, Jeff Burbank and Marsha Cook

Department Heads/Officers:

CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:30 pm. Jeff Burbank made a motion to approve the minutes of the April 30, 2018 meeting, seconded by Marsha Cook. The minutes were unanimously approved as amended. 

PUBLIC COMMENT-None. 
 
SELECTMEN’S BUSINESS:

Building Permit application for Tammy Cote (owner Peter Cote) 295 Gilsum Road-Tammy Cote submitted a building permit application for rebuilding a manufactured house currently being used as a shed. Later she came back and asked if an addition to the current dwelling unit would be an easier project. Ms. Cote withdrew her first building permit application and will be bringing a new building permit application reflecting an addition/attached accessory dwelling unit to the next Board meeting.   

Building Permit applications for James Walters-375 Rt. 9-The Board reviewed the building permit applications for a house and garage and granted Mr. Walters conditional approval. There are several other approvals such as septic/well and driveway that will be needed before final approval. Mr. Walters was also made aware that there would be a Land Use Change Tax on this property, current use was also reviewed. 

Fire Station culvert estimates for discussion-An e-mail update from Todd Smith about a clarification on one estimate was received. The Board chose to award the project to Pat Rawson Construction Inc. Kate will notify Road Agent Todd Smith. 

Request for Forest Fire Fighting Liabilities and Equipment Trust-Signed by the Board.

Payroll, Vendor Payments and Purchase Orders-Purchase orders and manifest approved as submitted.

Miscellaneous/General Discussion
New Hampshire 2017-18 Land Use Law in Review from Planning Board, received. 
Letter from Rusty Banister about acreage on his lot, received.
Copy of Culvert Certification for Todd Smith, Road Agent, received. 
Update on 24 Arlen Drive from Attorney Gary Kinyon, the owners have to be re-noticed and that will take 90 days. 
Trustees report for April, received. 
Planning Board proposed changes to the Community Planning Ordinance, received. 
The Town Clerk and Deputy Town Clerk are going to training on May 23rd. 
Newest version of the Tax Credit and Exemption sheet is on the website. 
An application for the All Veterans Credit, received. 
E-mail from Leslie Casey regarding Annual Spring Planning and Zoning Conference, received. 
Chief Henry followed up with a request about the Ginsburg building permit application; he granted a Health and Safety Certification which has little bearing on the building permit process. 

Kate and Laura will send Mr. Ginsburg a letter detailing the outstanding items for his building permit. 

Board of Selectmen-General Discussion-
Marsha Cook asked for a clarification around the culverts being replaced on Hubbard Road. 
Jeff Burbank discussed the highlights of the Planning Board meeting and Leslie Casey Planning Board Chair will be at the next meeting to review the proposed changes to the Community Planning Ordinance.   
Jeff Burbank said he would have to miss the June 4th meeting and Laura Merrifield may have to miss the June 18th meeting.
