Meeting Minutes, November 13, 2018

Board members present: Laura Merrifield, Jeff Burbank and Marsha Cook

CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:00.   Marsha Cook made a motion to approve the minutes of the November 5th, 2018 meeting, seconded by Jeffrey Burbank. The minutes were unanimously approved as amended.

Laura Merrifield made a motion to approve the minutes of the November 5th, 2018 Non-Public meeting, seconded by Jeffrey Burbank. The minutes were unanimously approved as amended.

PUBLIC COMMENT: None

SELECTMEN’S BUSINESS:

James Walters – Amended Septic Plan 375 Route 9 - Mr. Walters was present and submitted a revised septic plan.  He explained it was necessary because the previously approved plan was at the wrong grade.  The amended plan was submitted and approved.

Administrative Assistant Resumes - Four resumes were received and reviewed.  Marsha Cook will schedule interviews with two of the four candidates.

Payroll, vendor payments, and purchase orders – Manifest and purchase orders were approved as submitted.  A question last week regarding two entries on the manifest for ICMA was answered.  One entry is the employer contribution while the other is the employee contribution.

Miscellaneous/General Discussion
Email about FairPoint tax appeal was received
Auditor representation letter was printed on town letter head, signed and sent as requested
Email report from Executive Councilor Volinsky received
Budget committee meets on Thursday Nov 29th. Marsha will represent the Board
Discussed options for recreation committee meeting town fiscal policies for 2019

Laura Merrifield made a motion to go in to a non-public meeting for the purpose of land matters at 7:20 PM. Marsha Cook Seconded.   All in favor.  The Board returned to its Public meeting at 7:30 PM. 

Laura will inquire about the services of an auctioneer service.

Selectmen Budget, Capital Reserves and Budget Formulation - A review of all the components for the Selectmen’s budget was reviewed.  Due to the late hour and some minor adjustments it was decided to wait until next week to formulate the budget that goes forward to the budget committee.  The members were reminded to make suggestions for other projects that should be included in the 2019 budget.

Board of Selectmen-General Discussion Allen Vandiver has requested an inspection on his tiny house.  Laura and Marsha to schedule a site visit.
Based on questions to a Board member, website updates, raffle permitting and the relationship between the Sullivan Fire&Rescue and the Sullivan Fire Company were discussed with follow up to occur at the next meeting.
