Meeting Minutes, November 27, 2017

Board members present: Chairman Laura Merrifield, Jeff Burbank and Joe Lewandowski

CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:30. Jeff Burbank made a motion to approve the minutes of the November 20, 2017 meeting, seconded by Joe Lewandowski. The minutes were unanimously approved as amended. 



Inspection report from attorney-62 Ellis Road-Mrs. Merrifield reviewed the last six years of failed clean up at this property. An additional extension has been requested through legal counsel. The Board is willing to propose:
-an extension be granted through September 30, 2018 for completion of the stipulations. 
-civil penalties be immediately imposed as a lien. 
-if all of the stipulations in the court order are completed and there is full compliance by the due date the lien will be removed from the property. 
-this will be the final extension that the Board will grant for any reason. 
Kate will relay these conditions to the Town attorney. 

Equalization ratio 2017-Questions about two properties in relation to setting the ratio were raised. These properties will be reviewed with the assessor and the report will be revisited at the next meeting. 

Health Trust Medical Coverage and Rates agreement-for signature-Signed by Board. 

Payroll, Vendor Payments and Purchase Orders-Purchase orders and manifest approved as submitted.

Miscellaneous/General Discussion-Census webinar, Wednesday, December 6th from 1-3pm; Kate will attend. Sheriff’s log, received. E-mail from School Board about $25,000 to trust funds, received. E-mail from Avitar about the Cell Tower Land Use Change Tax, received. A check to a vendor was lost in the mail; a stop payment will be put on the check and it will be re-issued. Stipends will be ready for next week. 

Board of Selectmen-General Discussion-Jeff Burbank distributed Animal Control Ordinance resources and State laws for review. Continued discussion ensued regarding how year round camper/RV living relates to the Community Planning Ordinance. Laura Merrifield asked that she be authorized to seek legal counsel on this issue. Continued discussion ensued around the gate on Winch Hill Road; Kate will ask Chris Pratt-Town Historian for additional clarification. 


    MOTION: Laura Merrifield moved to adjourn the meeting at 8:05 pm.
