Board members present: Chairman Laura J. Merrifield, Joe Lewandowski and Jeff Burbank

Department Heads/Officers: Town Clerk/Tax Collector-Mary Hull

Public: None

A.    CALL TO ORDER: Chairman Laura Merrifield called the meeting to order at 6:30 pm. Jeff Burbank made a motion to approve the minutes of the September 11, 2017 meeting, seconded by Joe Lewandowski. The minutes were unanimously approved with amendments.

B.    PUBLIC COMMENT-None

C.    SELECTMEN’S BUSINESS:

1.    Town Clerk/Tax Collector-Mary Hull-Mrs. Hull got a letter from the Monadnock Alliance for Sustainable Transportation which detailed a fee that could be charged to residents during vehicle registration. The proceeds of this fee would go to improving transportation in Town. The Board asked for more details such as number of vehicle affected and amount that could be raised. This issue would require a public hearing and vote at Town meeting. The Board will further research this and Mrs. Hull will provide details and also inquire if other area towns are charging this fee.

2.    MS-1-For signature-The Board reviewed the updated list of credits and exemptions and the report of vital record of residents who have died in that past year. After verifying the records the MS-1 was signed by Board.

3.    Two applications for payment from Capital Reserves for Breathing Apparatus and Trust Funds for Forest Fire Liabilities and Equipment-For signature-Quotes, bills and purchase orders were reviewed and Applications for Payment to the Trust Funds and Capital Reserves were signed by Board.

4.    Resident Concern about a trailer being used as a residential unit-A camper was moved onto 419 South Road by tow truck. The Board will monitor this situation. Joe will look up applicable RSAs on campers. Mrs.  Merrifield will communicate to the complainant and ask that if they see any environmental hazards to please alert the Board.

5.    Payroll, Vendor Payments and Purchase Orders-Approved as submitted.
                                
Miscellaneous/General Discussion-Notes from a meeting with Town Counsel, Gary Kinyon pertaining to the property at 24 Arlen Drive were distributed. Invitation from the Monadnock Humane Society Annual Meeting on September 26th 6:30-8:30 in Swanzey received.

Board of Selectmen-General Discussion-Mrs. Merrifield reported on the MS-434 which is the document that estimates revenues in order to set the tax rate is being completed for the DRA. Mrs. Merrifield mentioned her visit, to follow up on a cleanup plan, at 267 Centre Street with Planning Board Chairman Leslie Casey and is hoping to have a report for the next meeting.
