CALL
TO ORDER: Gary Patnode called the meeting to order at 6:30 PM

MOTION:
Gary Patnode made a motion to accept the November 4
th,
2013 meeting minutes as corrected

SECOND: Mark
Paquette seconded the motion.

Patricia
Hanson who had requested to address a concern to the Selectmen did
not come to the meeting because Mr. Patnode had spoken with her
during the previous week and referred her to the Sherriff’s
Department for assistance.

General
business included approval of payroll and vendor payments.

The
following issues were reviewed/discussed:

At
last meeting, the letter to Elaine Goodrich was discussed because Ms.
Goodrich had not responded to the Town’s request for the submission
of a written plan on the disposal of the long standing trash
accumulation at the home of Dale Roberts. Mrs. Merrifield reported
that she had driven by the home on Tuesday, November 5
th
and did not observe any trash piles or an overflowing dumpster.
Since trash accumulation was the primary issue prompting action by
the Town and it seems under control as of the drive-by, it was
determined to communicate to Ms. Goodrich the town would not be
taking any further action at this time but would continue to monitor
the situation.

A
representation letter from the Selectmen to Melanson Heath was
signed. The auditors will be meeting with the Selectmen at 6PM on
Monday, December 2
nd
to review the management letter.

The
Board signed the agreement with Avitar for the 2014 update of values
and also reviewed the preliminary sales to assessment ratio report.
It was noted Avitar will be sending a corrected cover letter that
properly identifies the median ratio and a new report which would
exclude a short sale.

The
Planning Board meeting minutes were reviewed. Mr. Paquette relayed
some questions had arisen concerning the proposed changes to the
Community Planning Ordinance. Mrs. Merrifield agreed to address the
questions.

Last
week a check to the Bradley law firm was held back because it was
determined the Town had a positive balance with the firm that would
likely be sufficient to cover upcoming legal fees. As a result,
check #13843 will be voided.

An
invitation to attend an educational session was accepted. The
session, offered by Primex for governing boards, will be held
Thursday, November 21 from 6pm to 9pm in Peterborough.

A
brief discussion ensued regarding Personnel. Mrs. Merrifield had
talked with the Overseer of the Poor, who will be providing an update
to the Selectmen by December 9 on progress with repayment plans.
Mrs. Merrifield said she had reviewed the job requirements with him
and would be sending him a copy for his consideration and comment.

Mr.
Patnode said he made arrangements to have the cruiser serviced and
also had collected estimates on the value of some police equipment
for future discussion. Mrs. Merrifield said she had sent the draft
Police proposal to the Town of Nelson.

Mrs.
Luebkeman had been in the office earlier and had provided a general
outline of when she would be able to be at town hall. Mrs. Luebkeman
also submitted a request to purchase a new computer for use by the
Treasurer. The current computer supports the 1997 or 1998 Microsoft
Office Products and is not sufficient for today’s needs. The cost
is approximately $750 and there are funds available in the current
budget. Mr. Patnode made a motion, seconded by Mr. Paquette to
authorize the acquisition.

Mrs.
Merrifield shared copies of written material she had obtained at a
recent conference relating to electronic storage of information and
RSA 91-A.
