  1. CALL
    TO ORDER: Chairman Laura Merrifield called the meeting to order at

    6:30 pm.
    Laura Merrifield made a motion to approve the minutes of the
    November 7, 2016 meeting, seconded by Joe Lewandowski. The minutes
    were unanimously approved.

    COMMENT-None

  1. SELECTMEN’S
    BUSINESS:

  1. Road
    Agent Randy Smith-Purchase Order Discussion
    -The
    Purchasing Policy was discussed as it applies to purchase orders.
    The intent of the policy is to get the best prices for the Town on
    goods and services but the quoting process is onerous and takes time
    away from road work. The Selectmen will research and discuss how to
    adapt the policy so that the process is more efficient.

  2. Labor
    Board Inspection Results
    -The
    inspection was very successful with four minor corrections to
    address; three of which were completed at the time of the meeting.

  1. Primex
    Insurance Benchmarks for review and approval
    -Primex
    recommended two free trainings for Town employees in 2017 and the
    Board would like to have the Town host for these sessions so that
    workers from other towns could also attend.

  1. Internal
    Abatements for Penalties
    -Signed
    as submitted.

  1. Emergency
    Operations Plan Adoption
    -Signed
    as submitted.

  1. Conflict
    of Interest and Code of Ethics adoption
    -postponed
    until full Board is available.

  1. Payroll,
    Vendor Payments and Purchase Orders
    -Approved
    as submitted.

  1. Miscellaneous/General
    Discussion
    -Timber
    Intent to Cut signed and Kate will follow up with owner about
    missing signature. Invitation from the UNH Extension for forestry
    laws workshop, SWRPC Highlights received, Communication from Jon
    Rice of Avitar on mediation order. Communication from DOT regarding
    winter maintenance dispatch. Updates for inquirys about Stoddard
    ambulance service and surrounding town financial policies. Laura
    brought up a question about a property on 88 South Road M3 L127; is
    the property a buildable lot and is the subdivision grandfathered
    were topics of discussion; further research is needed.
