CALL
TO ORDER: Gary Patnode called the meeting to order at 6:30 PM

MOTION:
Gary Patnode made a motion to accept the November 18
th,
2013 meeting minutes as printed

SECOND: Laura
Merrifield seconded the motion

APPROVED: Unanimously
approved.

  1. PUBLIC
    SESSION: Peg Martin representing the Recreation Committee was
    present. She said the children’s Christmas party is scheduled for
    December 14
    th
    and she was requesting the balance of the recreation budget so the
    committee could begin to make purchases for the event. Mrs.
    Luebkeman will prepare the check and have it ready for Mrs. Martin
    next week. Receipts and unexpended funds will be turned over to the
    Town following the party.

Mrs.
Luebkeman asked Mrs. Martin if she expected the operating budget to
be the same for the coming year. Mrs. Martin said it may go up
slightly due to postage costs that had not been previously
considered.

  1. SELECTMEN’S
    BUSINESS: Mrs. Luebkeman brought the selectmen up to date regarding
    her family situation and indicated that it was doubtful she would be
    able to commit to working more than one day per week for the
    foreseeable future. Options relative to staffing the selectmen’s
    office and what services Mrs. Luebkeman may be able to provide were
    discussed. She will prepare a list of services she would be able to
    provide.

General
business included approval of payroll.

The
following issues were reviewed/discussed:

The
2013 property tax warrant was signed.

A
communication from Mary Hull regarding hunting or fishing licenses
was received. Because these licenses can be obtained on-line through
the State or at stores like Sam’s or Dick’s and is not a cost
effective service provided by the Town, the Clerk’s office will
discontinue issuing licenses as of January 1, 2014.

A
communication from the State of NH Department of Revenue confirming
the 2013 property tax rate was reviewed. The 2013 tax rate is $29.42
per thousand. The 2012 tax rate was $26.75. The 2013 rate
represents a 10% increase over the 2012 tax rate.

The
Selectmen approved the following schedule as it relates to the 2014
operating budgets:

December
2, 2013 – Selectmen receive all departmental submissions (paper)

December
9, 2013 – Review Highway&Capital Reserves; Selectmen; Police
Cemetery; Welfare; Parks&Recreation; Planning/Zoning;
Conservation

December
16, 2013 – Fire, Emergency Management, Ambulance & Capital
Reserves; Library

December
23, 2013 – Selectmen Recommendations

The
Selectmen will be holding a public discussion on Tuesday, December
17
th,
at 6:30 PM, at Town Hall to review Police Options. The purpose of
the discussion is to review the options developed by the Selectmen as
possible solutions, and hear what the citizens of Sullivan want,
relative to police coverage. The notice for the discussion will be
posted in conspicuous places as well as placing a large sign near the
street. Mr. Patnode distributed some information from the Sheriff’s
Department for consideration. Mrs. Merrifield will work on honing
the options for the public discussion.

Mrs.
Merrifield reported that she had met with the Town Attorney, Maria
Gavin, and driven by the three properties that are subject to the
Junkyard Petitions. One of the property owners had given express
permission to walk on his property and take pictures. This property
owner is working through his attorney and ours to develop a plan for
clean-up. Ms. Gavin will be following up on the plan. With regard
to the other two properties, photos were taken from the public way.
Ms. Gavin will be communicating with these two owners to attempt to
work out a plan for clean-up. Failing that, it may be necessary to
obtain administrative warrants to enter the property for purposes of
making an inventory of items to be removed and then proceeding
through the judicial system for resolution.

Mrs.
Merrifield mentioned that the auditors would be at the next meeting
to discuss the management letter previously received. It was
suggested the Board review the letter and develop specific questions
they would like to address to the auditors.

Mrs.
Merrifield mentioned that the Zoning Board of Adjustment had received
a request for re-hearing relative to the Antis variance. The
re-hearing is scheduled for 7:00 PM, December 18
th
at Town Hall.

The
Selectmen reviewed and signed a septic replacement system plan
submitted by Jeremy Hamilton on behalf of Nicholas and Sheryl
Dispensa at 286 Valley Road.
