  1. CALL
    TO ORDER: Chairman Laura Merrifield called the meeting to order at

    6:30 pm. Laura Merrifield
    made a motion to approve the minutes of the October 17, 2016
    meeting, seconded by Joe Lewandowski. The minutes were unanimously
    approved.

  1. PUBLIC
    COMMENT-None.

  1. SELECTMEN’S
    BUSINESS:

  1. DiLuzio
    Ambulance Service Proposal Review
    -The
    budget committee charged the Board with finding other ambulance
    service options because of the large increase from the City of
    Keene. Robert DiLuzio Jr. came in and answered questions from the
    fire department, budget committee chair and Board about the coverage
    DiLuzio Ambulance service could provide. Mr. DiLuzio stated that
    they send responders based on the 911 call designation and that this
    would include a paramedic if needed. DiLuzio would also offer
    training on request. The cost of the City of Keene coverage is
    $20,200 and the cost of DiLuzio’s coverage is $9,000. It was also
    noted that this is for the standby fee; actual costs to the
    residents who use this service is lower with DiLuzio and they will
    also direct bill insurance companies. The Keene Fire Department is
    willing to address the Board if requested.

    Hull-Tax Collector-Tax Deeding update for 101 Gilsum Road, Roland
    and Kathleen Fernandes
    -Mary
    consulted New Hampshire Tax Collectors Association Attorney, Bernard
    Campbell and the Town’s attorney, Gary Kinyon. It is recommended
    to re-notice the owners and setting a date and time to Tax Deed so
    that the owners have every opportunity to fulfill their financial
    obligations to the Town. Laura Merrifield made a motion to execute
    the Tax Deed. Joe Lewandowski seconded; vote was unanimous.

    of Financial Reposts and Adjusting Journal
    Entries-September
    -Acknowledged
    with one correction.

  1. Raffle
    Permit for signature
    -Library
    Quilt Raffle permit approved by Board.

  1. PSNH/Eversource
    abatement appeal update
    -Mrs.
    Merrifield, at the direction of the board, and the recommendation of
    Gary Roberge of Avitar, did some research into beginning settlement
    discussions on the abatement appeals. The Town’s lawyer in this
    matter, Judith Whitelaw of Mitchell Group recommended the Town wait
    until the first quarter of 2017 when the Supreme Court will have
    ruled in this matter, to move forward with any decision. It was
    resolved by the Board that they would follow the attorney’s
    recommendation and wait for the ruling with a follow up at the end
    of the 1

    quarter of 2017.

    Vendor Payments and Purchase Orders
    -Approved
    as submitted.

  1. Miscellaneous/General
    Discussion
    -The first budget
    meeting will be Tuesday, November 1 at 6:30pm. NH Department of
    Environmental Services approved a septic system for Pam Banks
    M3/L51. An energy article was submitted to Board for review from the
    Energy Committee. Discussion around the need for animal control
    policy; Laura will follow up. Garbage concern at 193 Gilsum Road
    will be referred to the Health Officer.
