  1. CALL
    TO ORDER: Chairman Laura Merrifield called the meeting to order at

    6:30
    pm. Laura Merrifield made a motion to approve the minutes of the
    September 26, 2016 meeting, seconded by Joe Lewandowski. The minutes
    were unanimously approved.

  1. PUBLIC
    COMMENT-See number 4 below.

  1. SELECTMEN’S
    BUSINESS:

  1. Safety
    and Health Program adoption
    -Adopted
    as submitted.

  1. Acknowledgement
    of Financial Reports and Adjusting Journal Entries-August
    .
    Acknowledged by the Board.

  1. Building
    Permit application for Steve and Carol Sullivan
    -The
    Sullivans are asking for green house at Angel Wings Farm-Map 3 Lot
    112. The building will be 26’x64’ with a total square footage of
    1664. Permit granted, expires October 3, 2017.

  1. Culvert
    Request on 78 South Road
    -Barry
    and Connie Paton want to put a culvert in so as to access the back
    section of their property with vehicles. The area that they want to
    improve is a former lane. Randy will be contacted so he can assess
    the addition of a culvert.

  1. Fairpoint
    Abatement

    Appeal-Gary
    Robarge of Avitar has made a recommendation regarding abatement
    appeal settlement for the years 2011-2015. Laura Merrifield made a
    motion to resolve the abatement appeals; Joe Lewandowski seconded.
    The Board voted in favor of settling with Fairpoint. Laura will
    contact Gary to review the final numbers.

    Vendor Payments and Purchase Orders
    -
    Approved as submitted.

  1. Miscellaneous/General
    Discussion
    -DiLuzio
    Ambulance Service called and further explained ambulance coverage
    with an offer to come to the Selectmen’s meeting; Kate will set
    this up. A diesel fuel log was discussed; the meter is not accurate.
    Furnace maintenance mentioned; Kate will follow up with Bergeron for
    maintenance schedule. Communication from Health Trust about coverage
    expansion. Communication from Keating Plumbing and Heating about
    water quality. Copy of letter from Springer Law Office around the
    proposed cell phone tower. A meeting was set with Rita Donaldson
    from MRI, the Treasurer and the Town Clerk. The NHDES sent a notice
    of Routine Roadway and Railroad Maintenance Activities. Laura
    suggested that the Selectmen review the Town Purchasing Policy.
    Invitations: 71st Annual Meeting of the Cheshire County Conservation
    District, October 25, 6pm at the Keene Country Club. New Hampshire
    Statewide Coordinated Transportation Services Plan Public Meeting;
    varied dates.
