    TO ORDER: Gary Patnode called the meeting to order at 6:00PM

MOTION:
Gary Patnode made a motion to adjourn to a non-public session for
the
purpose
of discussing a personnel issue at 6:00PM.

SECOND: Laura
Merrifield seconded the motion.

APPROVED: Unanimously
approved.

MOTION:
Gary Patnode made a motion to adjourn the non-public session at
7:00PM and to keep the meeting minutes sealed.

CALL
TO ORDER; The meeting was called to order 7:02PM.

MOTION:
Gary Patnode made a motion to accept the September 9th, 2013
meeting minutes as corrected.

  1. PUBLIC
    SESSION:

Eric
White, Chairperson of the Conservation Commission attended the
Selectmen’s Meeting accompanied by Ann McBride of the Monadnock
Conservancy as well as residents Henry Brooks, Ann Sweet and Roger
Sweet to discuss a conservation easement project involving property
owned by Henry Brooks and Linda Brown located on South Road. Henry
Brook’s parcel encompasses approximately 140 acres and Linda and
Butch’s property 75 acres. The Monadnock Conservancy would hold
the easement on the land. Allowed uses would be outlined in the
easement description which would also identify provisions for allowed
future development such as renewable energy projects, possible cell
phone tower, etc. Monadnock Conservancy would monitor the property to
ensure the easements were upheld. Almost 10 acres of the 140 acre
parcel and 5 acres of the 75 acre parcel would be excluded from the
easement.

Expenses
related to the easement would include costs for surveys, attorney
fees, environmental site assessments, recording fees and monies
donated to the stewardship fund. These expenses are estimated at
$23,000.00 and would be offset by an estimated contribution of
approximately $8,000.00 from the Sullivan Conservation Commission.

The
Town of Sullivan must approve/accept this easement as there would be
a third party obligation to uphold the easement in the event that
Monadnock Conservancy failed to meet its’ responsibilities.

Resident
Ann Sweet stated the Town was very lucky to have the opportunity to
preserve a large
tract
of land.

A
public hearing regarding this easement will be set for a future date.

    HEADS:

  1. SELECTMEN’S
    BUSINESS:

General
business included approval of payroll and vendor payments and the
review of invoices.

The
following issues were reviewed/discussed:

Paperwork
from the Town’s attorney was reviewed and changes to wording will
be
requested.
The Selectmen need to arrange to sign several documents in the
presence
of
a Notary.

Purchase
orders from the Highway Department for Henniker Crushed Stone and
Arthur
Whitcombs
were reviewed and approved.

An
application request for assistance submitted by Patience Knight and
Jade Chaloux of 145 Old Concord Road was approved. The
Administrative Assistant also updated the Board on a negotiated
payment to PSNH for James Fontaine.

The
administrative assistant advised the Selectmen that the Town’s
tuition account with Monadnock Regional School District was paid
in full.
